The UN Copenhagen climate change summit, where world leaders will negotiate a new post-Kyoto regulatory framework, is just a few months away. The stakes are high: failure to arrive at an agreement would have grave effects on the development prospects of poor countries, many of which will experience the most severe effects of climate change. In the Fall issue of Ethics & International Affairs Darrel Moellendorf discusses a range of possible agreements that would effect change and satisfy international norms related to sustainable development and equitable distribution of responsibilities. He concludes that any legitimate treaty must put much heavier mitigation burdens on industrialized developed countries. Of the various proposals that have received international attention, two stand out as possibly satisfying these requirements.

The aim of Ethics & International Affairs, the journal of the Carnegie Council, is to help close the gap between theory and practice (and between theorists and practitioners) by publishing original essays that integrate rigorous thinking about principles of justice and morality into discussions of practical dilemmas related to current policy developments, global institutional arrangements, and the conduct of important international actors.
